NEW YORK, March 15, 2010— Andrew Davidson & Co., Inc. (AD&Co), a leading provider of mortgage analytics, is holding a conference in Washington, D.C. entitled “Analytical Measures, Ratings & Risk-Based Capital.” The gathering of regulators, policy and legislative advisors, practitioners and mortgage industry veterans will focus on a comparison of ratings against a variety of analytical measures, with practical examples from the recent financial crisis, as well as on the topic of risk-based capital, a key component of regulatory reform.
“If we look at the different causes of the financial crisis, over-reliance on ratings agencies and a lack of true analytical capability on the part of RMBS investors played a significant role. Rather than simply re-hashing this point, we believe the policy discussion needs to begin to focus on the role that particular analytical measures can and should play in the future of securitization. The talks include sessions on a general perspective on ratings vs a number of analytical measures, examples in practice of how deals were initially rated relative to analytical measures, and how those deals subsequently evolved over time. Additionally, the topic of analytical approaches to risk-based capital figures prominently. “Assignment of risk-based capital based on ratings, either by internal groups or by regulators, poses a significant problem for a number of reasons. Many people have begun to recognize this problem, but there needs to be a discussion about what to do instead, and how the system should evolve,” added Eknath Belbase, a D.C.-based consultant with AD&Co.
